Re the individual action argument - government regulating industry is a huge piece - in addition to that, can you think of any scenarios, products, or behaviors that you think it might be unlikely for the government to heavily regulate swiftly, or might be unethical for them to do so? Don't forget that government regulation means fines, policing, and taxing those things.
